Public limits

Public draws are limited to 10 per IP each day and expire after 24 hours.

Duplicates are allowed. Each line is treated as a ticket unless you provide a comma-separated `label,count` weight. Commas are reserved for weighted entries, so labels like `alice 2` stay plain labels.
